This policy framework ensures full educational support up to the undergraduate level for the families of martyrs and individuals who sustained severe or critical injuries during the movement.
Eligibility and School-Level Provisions
Under these guidelines, beneficiaries include the children and biological siblings of martyrs, as well as persons holding official identity cards verifying severe or critical injuries. For basic-level students in Grades 1–5 and Grades 6–8, free schooling is ensured alongside financial support disbursed through local governments to cover textbooks, school uniforms, and study supplies. Likewise, secondary-level students in Grades 9–10 and 11–12 will receive direct cash assistance for their educational materials, books, and uniforms.
Higher Education and Institutional Standards
For higher studies up to the bachelor's degree, all universities are required to set aside a specific portion of their standard scholarship seats for eligible candidates. If a qualified student does not get a seat under the university quota, the University Grants Commission will provide them with a cash scholarship. Additionally, private (institutional) schools must reserve places for these beneficiaries within their legally mandated scholarship quotas.
Application Process and Requirements
To receive these benefits, school-level applicants must submit their forms through their school to the respective local government. Undergraduate students must submit their applications to the University Grants Commission through their campus. Required documents include an official beneficiary ID card, a birth registration certificate or citizenship card, proof of kinship, and a formal recommendation letter from the student's academic institution.
