The Ministry of Education and Sports has officially requested feedback, views, and recommendations from stakeholders regarding the draft "Bill to Amend and Consolidate Laws Relating to Nepal Scouts." According to a public notice published on Ashoj 8 (September 24), the Ministry has invited concerned individuals, organizations, and other key stakeholders to submit their suggestions within 15 days of the notice publication.
Aligning with Federal and International Standards
The Ministry highlighted that updating the existing legal framework is essential for Nepal Scouts, as a member of the World Organization of the Scout Movement, to harmonize its traditional practices with global scouting principles. The proposed legislation seeks to empower Nepal Scouts to involve children and young people in programs that match these international standards while improving the institutional capacity of the organization.
In light of Nepal's federal governance system established under the constitution, the bill plans to restructure Nepal Scouts across federal, provincial, and local levels. This restructuring aims to clarify operational responsibilities and management at all administrative tiers. Officials emphasized that the legislation was drafted in alignment with Article 51, Part 6 of the Constitution of Nepal, which addresses the directive principles, policies, and responsibilities of the state.
Submission Deadline and Legal Basis
The call for public inputs is being conducted in accordance with Section 6(2) of the Legislation Act, 2081 (BS). The Ministry believes that consolidating and revising the current law will help streamline administration and enable Nepal Scouts to more effectively cultivate moral values, physical growth, discipline, and a sense of service among youth, preparing them for active participation in national development.
Stakeholders are encouraged to provide constructive suggestions regarding the objectives, rationale, and anticipated impact of the draft bill before the 15-day deadline expires.
