The Medical Education Commission (MEC) has issued a strict warning to medical colleges, universities, and health institutions across Nepal against reporting part-time or visiting instructors as full-time faculty members to gain student seat allocations.
According to the commission, presenting non-full-time academic staff to claim seat quotas breaches the professional code of conduct and faculty ethics. The MEC reiterated that its established standard strictly requires institutions to count only full-time appointed faculty members when determining seat limits for academic programs.
Strict Adherence to National Medical Education Act
Despite established rules, the MEC noted that it has repeatedly received information regarding institutions listing visiting and part-time educators to inflate their seat capacity. Citing the National Medical Education Act, 2075 B.S., the commission clarified that a recognized faculty member must hold at least a postgraduate degree in the relevant subject and be officially appointed as a professor, associate professor, or assistant professor who actively teaches, delivers clinical services, and conducts research at the medical institution.
Five-Day Deadline for Faculty Submission
Referring to its earlier notice dated 2082/04/15 and official letter numbers 1063 and 1065, the commission reminded all universities and affiliated colleges to provide department-wise details of faculty involved in MBBS, MD/MS, and DM/MCh programs.
Institutions that have not yet submitted these complete faculty disclosures have been instructed to send the required information within five days. The MEC warned that failure to comply or continuing improper reporting practices will result in legal and administrative action in coordination with the concerned regulatory councils.
