The District Administration Office (DAO) in Kathmandu has issued an urgent directive instructing local educational institutions, orphanages, hostels, and child care shelters to collect and submit detailed records of children affected by recent flood disasters. The measure specifically targets children who have been displaced or separated from their parents or legal guardians following severe flooding in the Bhotekoshi River region and impacted areas across Rasuwa and Nuwakot districts.
Submission Required Within Seven Days
According to the notice, all relevant organizations operating within Kathmandu must identify children who were rescued and relocated to the capital, as well as students from flood-affected regions currently enrolled in Kathmandu schools without family supervision. Institutions are required to build comprehensive individual profiles for each child—encompassing their personal data, current residential status, and academic background—and submit these details to the DAO within a strict seven-day window.
This instruction applies to children residing in temporary shelters, boarders in school hostels, residents of children's homes, and those in orphanages who may have lost contact with their families during the disaster.
Strict Adherence to Legal Procedures
In addition to record collection, the administration has urged government agencies, local authorities, and child rights organizations to exercise vigilance. The DAO stressed that no individual or organization is permitted to transfer, remove, hide, or make decisions regarding these children without notifying the appropriate authorities and adhering to standard legal processes.
The administration warned that any party found engaging in unauthorized activities or compromising the safety and rights of these flood-affected children will face immediate legal action under prevailing laws.
