The Ministry of Education and Sports has publicly acknowledged Prof. Dr. Govinda K.C. for his pivotal role in driving systematic reforms across Nepal's medical education sector. According to an official statement, his vision and past agreements with the government have significantly guided policy direction, institutional progress, and governance.
Structural Changes and the Medical Education Act
The ministry highlighted that past pacts signed with Dr. K.C. have been operationalized, leading to observable transformations. A key milestone was the enactment of the National Medical Education Act, 2075, which established the Medical Education Commission. This legislation introduced major structural changes, including a unified common entrance examination, standardized quota allocations across levels, subjects, and institutions, and transparent monitoring of technical standards. It also streamlined the selection and management of scholarship students studying free of cost.
Furthermore, college affiliations are now granted through a structured, open, and criteria-driven system. The ministry noted that addressing longstanding issues has made medical education in Nepal more streamlined and appealing to prospective students.
Decentralization and Expanded Access
Medical studies are no longer confined to the Kathmandu Valley. Starting this academic year, Sahid Dashrath Chand Health Science University in Kailali, Sudurpashchim Province, will commence classes across various disciplines. Additionally, medical education infrastructure is currently under construction in Surkhet (Karnali Province), Butwal (Lumbini Province), and Bardibas (Madhesh Province), enabling numerous students each year to access medical degrees at no cost or through scholarships.
Implementation of Recent Agreements
Following the latest agreement reached on Shrawan 11, 2083, the ministry reaffirmed its commitment to timely policy updates. Dedicated working groups are actively implementing the agreed terms. The ministry stressed its broader goal of promoting academic good governance and superior service delivery throughout Nepal's entire education system.
