11-Point Proposal Submitted for School Sector Reforms

The National Private and Boarding Schools’ Association Nepal (National PABSON) has made public an 11-point set of recommendations aimed at addressing key issues in the proposed Education Bill. The suggestions seek to safeguard private investment while enhancing overall educational standards across Nepal.

In its proposal, National PABSON urged the government to maintain the existing registration status of private institutional schools operating under the Office of the Company Registrar. The association also recommended allowing newly established private schools to register through the same office to ensure long-term investment security.

Fee Structures, Salaries, and Social Security

Addressing financial regulation, National PABSON suggested fixing private school fee structures according to national standards, taking into account modern infrastructure, technical education, and extracurricular offerings in alignment with Part 4 and Article 51 (j) of the Constitution of Nepal. Additionally, it proposed determining teacher and staff salary standards on a 60:40 ratio to accommodate varying student numbers and institutional revenues.

Regarding the Social Security Fund, the association argued against mandatory participation for every private school. Instead, factors like school location, classification, student enrollment, and fee structures should dictate inclusion. Furthermore, any revisions to fees or salary frameworks should strictly take effect from the start of a new academic session.

Academic Calendar, Training, and Moral Education

To complete the national curriculum on time despite weekends and festive holidays, National PABSON advised reducing casual and sick leave or adjusting the total academic workload. For professional development, the association proposed conducting in-person teacher training on weekends (Saturdays and Sundays) and virtual training during other holiday periods.

The proposal also highlights introducing compulsory moral education to foster discipline and ethical values among students. To discourage students from leaving Nepal for higher studies, National PABSON called for student-centered, merit- and need-based scholarships for Higher Secondary levels (Grades 11 and 12) as well as university education.

The official suggestions were released by National PABSON President Geeta Chhetri (Rana) and General Secretary Pratap Bahadur Thapa, appealing to the government for legal clarity in the forthcoming Education Act.
